Canada and Germany have taken another significant step toward a different model for technological sovereignty.
On September 16, Canadian Minister of Artificial Intelligence and Digital Innovation Evan Solomon and German Federal Minister for Digital Transformation and Government Modernisation Karsten Wildberger held the first co-chairs' meeting of the Sovereign Technology Alliance (STA) in Montréal.
The Alliance, originally launched by Canada and Germany in February 2026, is intended to bring together trusted international partners to strengthen sovereign artificial intelligence capabilities, share digital infrastructure, cooperate on research and reduce strategic technological dependencies.
For Canada, this is about much more than artificial intelligence.
It raises a broader question that governments, businesses and individuals increasingly need to consider:
Who controls the technology on which we depend?
Digital Sovereignty Does Not Mean Digital Isolation
Digital sovereignty is sometimes misunderstood as a demand that every country manufacture every server, develop every application and operate entirely within its own technological borders.
That is neither realistic nor necessary.
Canada participates in a deeply interconnected global technology ecosystem, and international cooperation will remain essential.
The more important issue is whether Canadians retain meaningful choice and control.
Can we choose where our data is stored?
Can organizations move between providers?
Can critical systems continue operating if a commercial relationship changes?
Can software be inspected and independently audited?
Can Canadian organizations adapt technology to Canadian requirements?
And can we avoid becoming permanently dependent on a small number of foreign-controlled platforms?
These are questions of resilience as much as sovereignty.
The Sovereign Technology Alliance reflects that reality. Canada and Germany are not proposing technological isolation. They are pursuing cooperation among trusted partners while attempting to reduce strategic dependence on dominant technology ecosystems.
That distinction matters.
Open Source Has a Natural Role
Open-source technology cannot by itself guarantee digital sovereignty.
A Canadian organization can run open-source software on infrastructure controlled elsewhere, just as proprietary technology can sometimes be operated entirely within Canada.
But open source provides something extremely important: options.
Access to source code allows software to be inspected, modified, independently maintained and deployed in different environments.
Open standards and portable data can make it easier to change providers.
Self-hosting can give organizations direct control over infrastructure and information where that is appropriate.
And an ecosystem built around interoperable technology reduces the risk that one company becomes an unavoidable gatekeeper.
Canada's own National Artificial Intelligence Strategy recognizes this connection. The strategy identifies open-source AI as a way to reduce vendor lock-in, increase transparency and flexibility, support competition, and allow technology to be adapted to Canadian requirements.
That is an important acknowledgement.
Digital sovereignty ultimately depends not simply on where technology is located, but on how much control we retain over it.
Canada Is Beginning to Connect the Pieces
The Sovereign Technology Alliance was not the only significant announcement in Montréal.
At ALL IN 2026, Mila, Mozilla and Hypertec announced plans to establish a Canadian-led open-source AI consortium.
Its stated objective is to make advanced AI tools easier and more affordable for small and medium-sized businesses and other organizations while providing users with greater choice and control over their technology and data.
Canada and Germany also announced planned investments in LawZero, the Montréal-based non-profit organization founded by Yoshua Bengio. Canada plans to invest CAD $150 million, while Germany plans to invest €100 million, subject to European Commission notification, toward research into advanced AI designed around transparency, trust and safety.
A new partnership between Mila and the German Research Center for Artificial Intelligence will also expand cooperation in areas including open-source AI, safe AI systems, smart energy and Earth observation.
Taken individually, these initiatives may appear to be separate AI announcements.
Together, however, they point toward something larger.
Canada is increasingly treating control over digital infrastructure, computing capacity, AI systems and technological knowledge as strategic national capabilities.
Sovereign Infrastructure Needs Sovereign Choices
Building Canadian data centres and expanding domestic computing capacity are important steps.
But infrastructure alone is not enough.
A server located in Canada does not automatically make the technology running on it sovereign.
If the operating platform, software stack, data formats, APIs and management systems remain completely dependent on a single external vendor, moving the hardware north of the border solves only part of the problem.
True technological resilience requires choices throughout the stack.
That is where Linux, open-source software and open standards become particularly relevant.
They give governments, businesses, educational institutions, non-profits and individuals the ability to choose between commercial providers, Canadian providers, community infrastructure and self-hosted solutions without necessarily abandoning the underlying technology.
That portability is valuable.
It creates competition.
It reduces dependency.
And perhaps most importantly, it preserves the ability to change direction.
Sovereignty Is Also About the Ability to Leave
There is another aspect of digital sovereignty that receives considerably less attention.
Can you leave?
An organization may be perfectly satisfied with a proprietary platform today.
The problem arises when leaving that platform becomes technically difficult, financially prohibitive or practically impossible.
Documents may depend on proprietary formats. Business processes may rely on vendor-specific APIs. Years of data may become difficult to export. Employees may become dependent on applications for which no migration plan exists.
At that point, choice becomes theoretical rather than practical.
For this reason, digital sovereignty should include not only the ability to choose technology, but the ability to change technology.
Organizations should understand their exit options before they need them.
Open formats, interoperable systems and open-source alternatives can make those options considerably stronger.
Canada's Opportunity
Canada does not need to recreate the entire global technology industry within its borders.
What Canada can do is build an ecosystem in which Canadians maintain meaningful technological choices.
That means investing in Canadian infrastructure and talent.
It means working with trusted international partners such as Germany.
It means supporting open standards and interoperability.
It means encouraging competitive technology markets rather than allowing critical infrastructure to consolidate around a handful of providers.
And it means recognizing open-source technology as part of Canada's strategic digital infrastructure.
The Canada–Germany Sovereign Technology Alliance is still developing. Its founding membership and many of its practical mechanisms remain to be determined.
Its success therefore should ultimately be judged by what capabilities and choices it produces, not simply by the creation of another international initiative.
But the direction is significant.
Governments are increasingly recognizing something the open-source community has understood for decades:
Control over technology matters.
Digital sovereignty is not about shutting the world out.
It is about ensuring that Canada can participate in the digital world without surrendering the ability to choose, understand, operate and change the technology on which Canadians increasingly depend.
And open source has an important role to play in making that possible.
